Xavier Becerra, the former Biden cabinet official, advanced to California’s general election for governor in what observers are calling a remarkable reversal of fortune. In late March, his polling was hovering near 3%. If he wins in November, Becerra would become the state’s first Latino governor since 1875, when Romualdo Pacheco — born when California was still part of Mexico — briefly held the office.
