Costa Rica Condemns China’s Retaliation Against Panama

The dispute traces back to a Panamanian Supreme Court ruling that invalidated a contract held by a Hong Kong-affiliated company to manage two ports along the Panama Canal — at Balboa and Cristóbal. US Secretary of State Marco Rubio weighed in the day before Costa Rica’s statement, characterizing China’s actions as direct retaliation for the court ruling. Costa Rica’s decision to publicly side against Beijing on the matter signals how quickly a bilateral port dispute can draw in neighboring nations and great-power rivalries alike — particularly when the world’s most strategically important waterway is involved.
