Cuba: Blackout and Diplomatic Pressure

Cuba restored its entire electrical grid after a massive blackout that plunged seven provinces into darkness. The country blamed the United States for contributing to its energy crisis. Meanwhile, separately, the New York Times reported that the Trump administration is considering indicting former Cuban president Raúl Castro — the younger brother of Fidel — borrowing from the diplomatic “playbook” previously used against Venezuela to ratchet up pressure on the island’s government.
