IOC Restores Flag and Anthem for Belarus, but Not Russia

The International Olympic Committee drew a sharp distinction this week between its treatment of Belarus and Russia, lifting restrictions on Belarusian athletes’ use of their national flag and anthem while maintaining the ban on Russian symbols. Both sets of sanctions were imposed following Russia’s invasion of Ukraine in February 2022, with Belarus penalized for its role as a staging ground for the assault.

The decision effectively acknowledges that the IOC views the two nations’ levels of complicity differently — or perhaps that geopolitical calculations have shifted. For Belarusian athletes, the restoration means competing under their national identity at future international events. Russian athletes, meanwhile, remain confined to competing as neutrals, stripped of the symbols that usually define Olympic competition.

The split decision is likely to provoke reactions from both Kyiv and Moscow. Ukraine has consistently pushed for a total ban on Russian and Belarusian participation, while Russia has denounced the restrictions as politically motivated discrimination.
