But as the report notes, “trilateral talks involving Russia, which have yet to produce any breakthrough on key issues, have been on ice while the Iran war has dominated international attention.”
The timing is cruel for Ukraine: its diplomatic window appears to be closing precisely because the world’s major powers are consumed by a new crisis.
